Is a Dummy Ticket Legal? What Embassies Actually Say

The legality question has a clear answer, and it depends entirely on whether the booking reference resolves.

This is the question we get most, and it deserves a straight answer rather than reassurance. A dummy ticket is legal when it is a genuine airline reservation. It is not legal when it is a fabricated document. Those two things are sold under the same name, which is why the question is confusing at all.

What the consulates ask for

Read any visitor visa checklist closely and you will notice it asks for evidence of your intended travel — an itinerary, a travel plan, return arrangements. None of them ask for proof that you have paid for a flight. That distinction is not accidental. The same checklists routinely warn applicants not to purchase non-refundable tickets before a decision is issued, because consulates do not want to be the reason you lost ₹60,000.

A held reservation is what those two instructions, read together, point to. The airline blocks a seat, generates a record locator, and holds it unpaid for a short window. You get the itinerary. Nobody has been misled: the document shows a reserved status, and the officer knows exactly what they are looking at.

Where it becomes illegal

The moment the booking reference is invented. A free "dummy ticket generator" fills a convincing template with a random six-character string. Held up to the light it looks identical to a real itinerary. Typed into an airline's manage-booking page it returns nothing, because it was never a reservation.

Submitting that to a consulate is misrepresentation — supplying a false document in support of an application. The consequences are not a slap on the wrist. Missions typically refuse the application, record the finding, and share it within their own network. Some jurisdictions apply multi-year bars for misrepresentation findings, and the record surfaces on every subsequent application you make anywhere, because "have you ever been refused a visa" is a question you will answer for the rest of your life.

How to tell which one you are buying

Ask one question: can I verify this on the airline's website? Then verify it. Open the operating carrier's manage-booking page, type in the surname and the record locator, and see whether your reservation appears.

Watch for the deflections. "The PNR only works in our system." "It activates 24 hours before travel." "Use our verification link instead." All three mean the same thing — the document does not exist in any airline's inventory. A provider selling real reservations will simply tell you to go and check, because checking is the product.

What about airlines? Is holding a seat abusing the system?

Held reservations are a standard, long-standing feature of airline distribution. Corporate travel desks hold seats while approvals go through. Travel agents hold options while clients decide. Fares are quoted against held inventory every day. The hold expires, the seat returns to inventory, and nothing is taken from anyone. That is materially different from a fabricated document, which takes something from the consulate: the ability to trust what it is reading.

If you can look the reservation up yourself on the airline's site, you are on the right side of this. If you cannot, no amount of reassurance from the seller changes what you are holding.
